Interlibrary Loan Development Program Guidelines

The Interlibrary Loan Development Program (ILDP) changed in FY 2007. State Librarian Christie Brandau wrote:

Kansans, like residents of other states, are moving into the world of online shopping, communication and information delivery. In order to provide online library services today, we need to redirect our resources towards materials that can be accessed online anywhere, anytime. To facilitate this, we will be adjusting ILDP grants to assure a broad and easily accessible library of online resources for Kansans.
 
Beginning with the 2007 appropriation, ILDP was divided in the following way:
 
$50,000 from the appropriation as a whole was used for online audiobooks and music for the “Audiobooks, Music & More” project. Of the remaining funds, 90% will be awarded to resource libraries and 10% to competitive grants. Of these funds, ALL grantees will be required to spend some percentage of their award on digital resources that can be accessed through “Audiobooks, Music & More.”
 
In FY 2008, $50,000 from the appropriation will again be used to support “Audiobooks, Music & More”. Of the remaining amount, 90% will be awarded to resource libraries and 10% to competitive grants. ALL grantees are required to spend some percentage of the award on digital materials accessed through “Audiobooks, Music & More” – these materials may be audiobooks, music, videos, ebooks, or educational games and puzzles.
 
In FY 2009 the ILDP program will be evaluated to determine its use, success and future direction. This gradual move from physical to virtual will be an adjustment for us all, but there will be a savings in processing, circulating, de-acquisition and replacing of physical items. Most important, the virtual materials will augment local collections and also be available through the Kansas Library Card to all Kansans at their convenience.

Q: Do Resource Libraries need to complete an application for ILDP grants?
A: No, disbursements to Resource Libraries are automatic. Only Competitive Grants require an application.
 
Q: Can libraries apply for ILDP grants in more than one subject area?
A: Yes, provided that they submit a separate application for each subject area.
 
Q: Where can a library find the ILDP Competitive Grant application?
A: The ILDP Competitive Grant Application is available online at

Q: Will the percentage of an ILDP award that a Competitive Grant applicant sets aside for the "Audiobooks, Music & More" project be a factor in the decision to award the grant?
A: ILDP CGA’s are recommended by a committee of three judges – chosen from members of the State Library of Kansas Board. The percentage will not play a deciding role in whether or not the grant is awarded.
 
Q: What materials can be purchased with the percentage of ILDP grants that go to the “Audiobooks, Music & More” project?
A: ILDP funds can be used to purchase OverDrive audiobooks, ebooks, videos, music, or educational games and puzzles.
 
Q: How will libraries make OverDrive selections for “Audiobooks, Music & More”?
A: When FY 2008 ILDP awards have been announced, grantees will be able to login to OverDrive’s Content Reserve website to select items to add to the statewide project. Libraries needing logins and passwords, or assistance with ordering, will receive that information following their award notification.
