ZONING
PERMITS/FEES
- Fees have been established for planning and zoning applications and
zoning permits which
include building structures, fences, walls, sprinkler systems, propane tanks, etc. The Building Permits fee in the City of Burlington is penny per
square foot. The City also requires sign permits for any type of sign and moving permits for moving structures. Individuals
planning any type of construction or modification to their property should contact City Hall and ask what regulations and fees
are applicable. The citys fee schedule is listed a few items below on this
page and a hardcopy is available at City Hall.

DOG LICENSES: All dogs six months of age or older must be licensed. To purchase a license, bring current shot records to the Burlington City
Hall, 301 Neosho Street. The license fees are:

The license period is January 1 through December 31 each year. Failure to license your dog may result in the issuance of a
citation for violating the animal licensing ordinance. Licenses are available at City Hall and must be filled out and returned with
documentation showing current rabies vaccination receipt with expiration date and tag number.
FLOOD INSURANCE PROGRAM
- Burlington is in the National Flood Insurance Program. Elevation and/or floodproof
certificates may be required before construction takes place in a designated special flood hazard area. Flood Insurance Rate

GRASS/WEED NUISANCES - The City takes pride in our clean and attractive community. The Governing Body
respectfully requests that citizens mow and trim their property as needed. If the City maintains private property, the minimum
fee is $100 per hour, and a minimum $50 fee per hour for trimming. [Contact

Construction and Loan Interest Subsidy - Funds available to contractors and developers to assist with the interest
payments on construction loans for speculative built homes.

TREE PLANTING ON CITY PROPERTY - The Burlington Tree Board has adopted an ordinance to protect and
enhance the Citys community forest. A list of preferred trees has been established and is available for review at Burlington
City Hall. The Tree Board requests that property owners get permission before planting trees on City-owned property. Trees
planted without permission may be removed at the property owners expense. (See also "Tree Board Replacement Program".)
TREE REPLACEMENT PROGRAM - The City of Burlington and the Burlington Tree Board have set up the Tree Board
Replacement Program to encourage removal of dead trees and planting of new trees. The objective is to make the City streets
and sidewalks safe and to enhance the appearance of streets throughout Burlington. The City and the Tree Board will sponsor
the purchasing and planting of fifteen trees per year not to exceed a total cost
of $1000. City officials will determine which trees are
dangerous and unsafe, what species may be planted, where they may be planted, and have the right to accept or reject any or
all requests concerning this program. The City or authorized agent will plant, stake, mulch and fertilize the trees chosen from a
pre-authorized list. After the initial planting, property owners shall be responsible for maintaining trees in accordance with
Ordinance 590. (See "Tree City USA")
TREE CITY USA - The National Arbor Day Foundation has named Burlington as a "Tree City USA" again this year. The City of Burlington has now been honored with the status of "Tree City USA" for over a decade. Burlington has also been named as a "Growth Award" recipient.
The Burlington Tree Board and community officials believe trees make a world of difference in our community. Trees have long been recognized for the beauty and value they lend to our homes, neighborhoods, parks and business areas. At the same time, these trees conserve energy, help clean air, protect rivers and streams, and provide a home for wildlife in Burlington.
Burlington takes tree-care responsibilities seriously. The Tree Board initiates the removal of dead and dangerous trees from the street right-of-ways, educates the public on proper tree maintenance, maintains trees in parks and street right-of-ways and recently adopted a tree replacement program to encourage property owners to plant trees within the City.

ORDINANCE 671, "Utility Re-connection
Fees": On November 1, 2000, Burlington City Council adopted
Ordinance 671 to raise utility reconnection Fees for customers whose utilities
were disconnected for non-payment. Customers who have had their utilities shut off for delinquency will be required
to pay the utility reconnection fee prior to restoration of service.
Reconnection between the hours of 8 a.m. and 4 p.m., Monday through Friday,
except city holidays will cost $25 per meter. At any other time the reconnection
fee is $100 per meter.

[Note: 2008: Zoning Permits now include what used to be Building Permits for structures.]

SECTION 2. VIOLATIONS
Any property owner, person or contractor violating the provisions of this ordinance shall be guilty of a Class "C" misdemeanor as defined by the Uniform Public Offense Code of the City of Burlington, Kansas.
SECTION 3. Ordinance 589 is hereby repealed.
SECTION 4. EFFECTIVE DATE
This ordinance shall take effect and be in full force and effect on and after its passage and publication in the Coffey County Republican, the official city newspaper.
SECTION 5. SEVERABILITY
Any previous ordinances or codes of the City of Burlington establishing said fees in conflict herewith are hereby repealed; and if any provision of this ordinance is declared unconstitutional, or application thereof to any person or circumstance is held invalid, the constitutionality of the remainder of the code and the applicability thereof to other persons and circumstances shall not be affected thereby.

Coffey County Fire
District #1. For added protection, Coffey County Fire District Station #8,
located in New Strawn, supports Burlington on all structure fires.

The Burlington Municipal Electric Company and Distribution System is owned and operated by the City. Electricity is provided by the City-owned plant with interaction with a major power company to assure a more adequate power source for electricity improvements. Extensions have been made to the system to provide a reliable source of electricity for residential and industrial growth.
