REGULAR COUNCIL MEETING

AUGUST 4, 2004

7:30 P.M.

 

PRESENT:  Mike Batchelder, Tony French,  Jerry Bruns, Donna Parish and Mari Ann Parker.

 

ALSO PRESENT:  Carol Hopkins, Dick Powell, Katie Hargis, Roger Hopkins and Bill Butrick.

 

PRESIDING:  Council President Jerry Bruns.  Mayor Tyler arrived at 8:12 p.m.

 

 

PUBLIC HEARING FOR 2005 BUDGET

 

Council President Jerry Bruns called the Public Hearing to order at 7:30 p.m. with all councilmembers present.

 

President Bruns asked for public comment. 

 

Bruns asked for comments or discussion from the Council.  Donna Parish asked for the figures from last year of expenses by the City.

 

Mike Batchelder moved to approve the 2005 budget.  Donna Parish 2nd, motion carried 4-1 with French voting No.

 

7:35 p.m.  Mike Batchelder moved to adjourn the Public Hearing.  Tony French 2nd, motion carried unanimously.

 

7:40 p.m.  Council President Jerry Bruns called the August Regular Council Meeting to order with all councilmembers present.

 

Tony French moved to approve the minutes of the last Regular Council Meeting held July  7, 2004.  Mike Batchelder 2nd, motion carried unanimously.

 

Tony French moved to approve the minutes of the Special Council Meeting held July 15, 2004.  Mike Batchelder 2nd, motion carried unanimously.

 

Tony French moved to approve the bills for the month of July, 2004.  Mari Ann Parker 2nd, motion carried unanimously.

 

PRESENTATIONS

 

Russ Karn of the Highland Recreation Commission had asked to address the Council but was unable to attend the meeting.  The presentation will be moved back to the September Meeting.

 

CITIZENS REQUESTS

 

Mari Ann Parker asked about the city web page and wanted to remind citizens that the community, school and college events are usually posted to keep everyone up to date of what is going on.  She further stated that if anyone had an event for the web page to contact Russell Karn.

 

Jerry Bruns informed the Council he had received several complaints concerning the summer ball program.  He stated that most people were upset that the city ball field was not being used for a lot of the games and that the playground equipment and Lions concession stand were missed and unavailable at the other field.  The Council agreed that these issues would be discussed with the Recreation Commission at a future meeting.

 

OLD BUSINESS

 

Jerry Bruns moved to table the installation of an electric line to the basketball court area until Superintendent Hopkins receives the bids.

 

Mari Ann Parker moved to authorize Roger Hopkins to proceed with dealing for the purchase of another tractor and bring back his recommendations or proposals to a future council meeting.  Tony French 2nd, motion carried unanimously.

 

NEW BUSINESS

 

Councilmember Mike Batchelder informed the Council that the Senior Citizens Center was going to have the parking area on the north side asphalted and asked the Council to consider asphalting the alley up to the loading dock at the grocery store to tie it together.

Mari Ann Parker moved to have Roger Hopkins talk with Herzog Contracting Corporation about asphalting the alley and to allow an amount of $1000 to be spent on the project.  Mike Batchelder 2nd, motion carried unanimously.

 

Jerry Bruns moved, seconded by Mari Ann Parker, to approve Ordinance #447.  An Ordinance of the City of Highland, Kansas, regulating public offenses within the corporate limits of the City Of Highland, Kansas; incorporating by reference the “Uniform Public Offense Code for Kansas Cities”, edition of 2004, with certain changes and additions; prescribing additional regulations; providing certain penalties and repealing Ordinance #440 of said city.  By roll call vote:  Batchelder-yes, Parker-yes, French-yes, Bruns-yes, Parish-yes.  Motion carried unanimously.

 

Jerry Bruns moved, seconded by Donna Parish, to approve Ordinance #448.  An Ordinance regulating traffic within the corporate limits of the City Of Highland, Kansas; incorporating by reference the “Standard Traffic Ordinance for Kansas Cities”, edition of

2004, with certain omissions, changes and additions; prescribing additional regulations, providing certain penalties and repealing Ordinance #441 of the City of Highland, Kansas.

 

By roll call vote:  Batchelder-yes, Parker-yes, French-yes, Bruns-yes, Parish-yes.  Motion carried unanimously.

 

CITY OFFICERS REPORT

 

 

Councilmember Jerry Bruns asked that logs be kept by all police officers and that a copy of these logs be provided to all governing body members in their meeting packets each month.

 

City Superintendent Roger Hopkins stated he would be meeting with Water and Sewer Board members about meter installation.

 

8:17 p.m.  Mike Batchelder moved to go into executive session for five minutes to discuss personnel.  Mari Ann Parker 2nd, motion carried unanimously.

 

8:22 p.m.  Mike Batchelder moved to come out of executive session.  Donna Parish 2nd, motion carried unanimously.

 

8:23 p.m.  Jerry Bruns moved to adjourn.  Tony French 2nd, motion carried unanimously.
