REGULAR COUNCIL MEETING

SEPTEMBER 1, 2004                                          7:30 P.M.

 

PRESENT:  Mike Batchelder, Tony French, Jerry Bruns, Mari Ann Parker (7:33 P.M.).  Donna Parish was absent.

 

ALSO PRESENT:  Carol Hopkins, Bill Butrick, Dick Powell, Roger Hopkins, Chad Clary, Neal Hontz, Katie Hargis, Tom Bliss and Ty Parsons.

 

PRESIDING:  Mayor Janet Tyler.

 

The meeting was called to order at 7:30 P.M. with a quorum present.

 

Jerry Bruns moved to approve the minutes of the last Regular Council Meeting held August 4, 2004.  Mike Batchelder  2nd, Motion carried unanimously.

 

Mike Batchelder moved to approve the minutes of the Special Council Meeting held August 19, 2004.  Tony French 2nd, motion carried unanimously.

 

Tony French moved to approve the bills for the month of August, 2004.  Jerry Bruns 2nd, motion carried unanimously. 

 

PRESENTATIONS:  Tom Bliss, Executive Director and Ty Parsons, Community Development Director of MO-KAN Regional Council were present to discuss services  provided by MO-KAN such as grant writing, GIS-GPS  mapping, loans and other available services.  They stated that the City was eligible for CDBG grants because all criteria had been met on the LMI Survey.

 

CITIZENS REQUEST:  Katie Hargis asked if something could be done about the problem of barking dogs.

 

COMMITTEE REPORTS:  On August 27, 2004, a group of interested persons met at Highland City Hall to discuss interest in the formation of a rural water district.  Roger Hopkins, City of Highland water superintendent, attended this meeting.  A steering committee was formed consisting of Randy Parsons, Chairman and Doug Cluck as vice-chair.  The steering committee is asking that interested persons put up $100 toward a feasibility study. Roger explained the city’s interest and that a study would need to be done before committing.  Roger also stressed the importance of the sign-up to all concerned citizens.  Other committee persons to contact are Shelly Cluck, Preston Harness and Janet Harness. 

 

Parks and Recreation Committee Chairman Mike Batchelder informed the council that he had met with Dave Reist of Highland Community College to discuss the possibility of installing an irrigation system at the city baseball field with the college sharing half the cost.  Mike presented the council with the following bids:  Shelby Rice, Horton, Ks.-$8,300.00,  Grimm’s Gardens LLC Hiawatha, Ks. $14,158.21 and Crowl’s Irrigation Service $7,800.00 with a $178.00 a year service agreement.  Mike Batchelder moved to pay half with Highland Community College on an irrigation system for the city baseball field and to accept the bid from Crowl’s Irrigation Service at $7,800.00.  Tony French 2nd. Motion carried unanimously.

 

The Council agreed to discuss the service agreement at a later date.

 

NEW BUSINESS:  Jerry Bruns moved to approve the application for a cereal malt beverage license from Ernies, BS. Inc.   Mike Batchelder 2nd, motion carried unanimously.

 

CITY OFFICERS REPORT:  City Clerk Bill Butrick informed the council that the water nitrate level had lowered on well #4 to 6.5.

 

City Superintendent Roger Hopkins had no report from Herzog when they would be in town to blacktop.  Supt. Hopkins also updated the council about the city equipment.

 

Police Chief Chad Clary informed the council that the daily logs were available to see in his office.

 

9:15 P.M.  Jerry Bruns moved to adjourn.  Mari Ann Parker 2nd., motion carried unanimously.
