REGULAR COUNCIL MEETING

OCTOBER 3, 2007                                7:30 P.M.

 

PRESENT:  Mike Batchelder, Donna Parish, Tony French, Ken Stewart and Mari Ann Parker.

 

ALSO PRESENT:  Carter Riley, Jeff Riley, Randy Snyder, Jason Pendleton, Nicole Diveley, Jennifer Larson, Ted Collins, Jonathan Collins and Bill Butrick.

PRESIDING:  Mayor Marty Allen.

 

The meeting was called to order at 7:30 p.m. with all council members present.

 

Ken Stewart moved to approve the minutes of the last Regular Council Meeting held September 5, 2007.  Donna Parish 2nd, motion carried unanimously.

 

Tony French moved to approve the bills for the month of September, 2007.  Donna Parish 2nd, motion carried unanimously.

 

CITIZENS REQUESTS

 

Council member Mari Ann Parker stated that Terry Moran had asked about starting a compost pile east of the burn pile.  The Council agreed to allow the request upon Anthros Medical Group approval.

 

CITY OFFICERS REPORT

 

City Superintendent Jeff Riley reported he would probably wait till spring to consider a part-time helper.  Riley also reported on debris removal by the bridge on the high school hill.

 

Ken Stewart thanked Jeff for his help with the Community Center/Fire Station.

 

Deputy Jason Pendleton reported that he would need to have maintenance done on his patrol car.

 

COMMITTEE REPORTS

 

Donna Parish moved to hire Steve Gaul as Code Enforcement Officer for the city at $50 per month contract.  Mari Ann Parker 2nd, motion carried unanimously.

 

Tony French moved to switch to a cafeteria plan for employees with the city to pay for a single health insurance plan and an employee increase in wages to offset the cost of other insurance and to have the paperwork in place by January 1, 2008.  Donna Parish 2nd, motion carried unanimously.

 

OLD BUSINESS

 

Ken Stewart updated the Council on the progress of the Community/Fire Station building.

 

City Clerk Bill Butrick stated he would be placing CD #5374 in the grant fund account on October 18, 2007.

 

City Attorney Ted Collins stated he was still waiting on the sales tax information from the Department of Revenue and asked that this discussion be put on the agenda of the next Regular Council Meeting on November 7, 2007.

 

GOVERNING BODY COMMENTS

 

Council member Donna Parish reported she was still getting complaints about trash dumpsters being placed in the streets.  After a brief discussion Mayor Marty Allen stated he would visit with police officers and K&M Refuse Service about placement of the dumpsters.

 

8:10 p.m.  Donna Parish moved to adjourn.  Mari Ann Parker 2nd, motion carried unanimously.
