REGULAR COUNCIL MEETING

 

OCTOBER 6, 2004                                      7:30 P.M.

 

PRESENT:  Mike Batchelder, Jerry Bruns, Mari Ann Parker and Donna Parish.  Tony French was absent.

 

ALSO PRESENT:  Roger Hopkins, Katie Hargis, Dorothy Diveley, Carol Hopkins, Neal Hontz, Dick Powell, Ted Collins and Bill Butrick.

 

PRESIDING:  Mayor Janet Tyler.

 

The meeting was called to order at 7:30 p.m. with a quorum present.

 

Jerry Bruns moved to approve the minutes of the last regular council meeting held September  1, 2004.  Mari Ann Parker 2nd, motion carried unanimously.

 

Mari Ann Parker moved to approve the minutes of the special council meeting held September 16, 2004.  Mike Batchelder 2nd, motion carried unanimously.

 

Mike Batchelder moved to approve the minutes of the special council meeting held September 23, 2004.  Donna Parish 2nd, motion carried unanimously.

 

Mari Ann Parker moved to approve the minutes of the special council meeting held September 24, 2004.  Donna Parish 2nd, motion carried unanimously.

 

Donna Parish moved to approve the bills for the month of September, 2004.  Jerry Bruns 2nd, motion carried unanimously.

 

CITIZENS REQUESTS

 

Councilmember Mari Ann Parker asked the Police Department about sponsoring a Bike Safety Program.  Chief Hontz agreed to look into the request.

 

Councilmember Donna Parish asked about streets needing repaired.  Superintendent Hopkins said he  hopes to rock shoulders and put down millings on dead-end streets once the maintainer is repaired.

 

Mari Ann Parker asked that the Girl Scouts be recognized for the hard work they had done at the old roadside park property west of town.

 

COMMITTEE REPORTS

 

The Council discussed the parking on N. Ives Street and agreed to make no changes to the current signage at this time.

 

NEW BUSINESS

 

Mari Ann Parker moved to authorize City Attorney Ted Collins to follow up on the Degginger Park Trust Fund and to make necessary changes to have the City as the trustee.  Donna Parish 2nd, motion carried unanimously.

 

CITY OFFICERS REPORT

 

Superintendent Roger Hopkins reported that the city grader was still being worked on but hoped to do some shoulder work and millings in Ocotber.

 

Police Chief Neal Hontz informed the Council that he hoped to have an Ident-a-Kid promotion before Halloween and would be receiving assistance from Dick Powell and Ken Stewart for this project.

 

Fire Chief Dick Powell updated the Council on the recent Rural Fire District #2 Board Meeting concerning the possible merger of the city and rural fire departments.

 

Mari Ann Parker moved to start discussions with Rural Fire District #2 about merging departments.  Donna Parish 2nd, motion carried 3-1.  Bruns No.

 

Mayor Tyler said she would get with Dick Powell and Ken Stewart to set up the initial meetings.

 

Superintendent Hopkins stated he had received bids from Engemann Drainage Co., Inc. for installing 8” water lines.  It was agreed that Hopkins and Mayor Tyler would take the bids to the college for their review and to discuss options at a later date.

 

8:30 p.m.  Mari Ann Parker moved to go into executive session for fifteen minutes to discuss personnel.  Donna Parish 2nd, motion carried unanimously.

 

8:45 p.m.  Jerry Bruns moved to come out of executive session.  Mari Ann Parker 2nd, motion carried unanimously.

 

8:45 p.m.  Jerry Bruns moved to go back into executive session for five minutes to discuss personnel.  Mari Ann Parker 2nd, motion carried unanimously.

 

8:50 p.m.  Jerry Bruns moved to come out of executive session.  Donna Parish 2nd, motion carried unanimously.

 

Mari Ann Parker moved to place Police Chief Neal Hontz at step #16 on the city’s salary schedule.  Donna Parish 2nd, motion carried unanimously.

 

8:52 p.m.  Jerry Bruns moved to adjourn.  Mari Ann Parker 2nd, motion carried unanimously.
