REGULAR COUNCIL MEETING

 

                           NOVEMBER 7, 2007                              7:30 P.M.

 

PRESENT:  Ken Stewart, Mari Ann Parker, Donna Parish and Tony French (7:45).  Mike Batchelder was absent.

 

ALSO PRESENT:  Jason Pendleton, Randy Snyder, Artie Lucas, Melanie Edie, Ted Collins, Jeff & Kim Riley, Robert Powell and Bill Butrick.

 

PRESIDING:   Mayor Marty Allen.

 

The meeting was called to order at 7:30 p.m. with a quorum present.

 

Donna Parish moved to approve the minutes of the last Regular Council Meeting held October 3, 2007.  Ken Stewart 2nd, motion carried unanimously.

 

Ken Stewart moved to approve the minutes of the Special Council Meeting held October 11, 2007.  Mari Ann Parker 2nd, motion carried unanimously.

 

Ken Stewart moved to approve the bills for the month of October, 2007.  Mari Ann Parker 2nd, motion carried unanimously.

 

PRESENTATIONS

 

Artie Lucas explained what a cafeteria plan would mean to the city employees and answered questions concerning such a plan.  After a brief discussion, it was agreed to continue to explore implementing the cafeteria plan and to also look into the employee health insurance at the next Regular Council Meeting in December.

 

CITY OFFICERS REPORT

 

Doniphan County Deputy Jason Pendleton spoke about repairs on the police car, having the new computer installed and scheduling of officer’s time for November and December.

 

8:30 p.m.  Bill Butrick left the meeting due to illness and Asst. Clerk Melanie Edie began recording minutes in his absence.

 

City Superintendent Jeff Riley reviewed maintenance plans leading up to the winter season.

 

CITIZENS REQUESTS

 

Mayor Marty Allen discussed requests he had received concerning property clean-up on S. Nebraska Street between the Orville Sutherland and Francis Gordon residences’, replacing or repairing fire hydrants, water meter at Christian Church parsonage, trash dumpsters in the street, barking dogs and the bridge at the bottom of the high school hill on 240th road.   Allen stated that city maintenance would be taking care of or looking into most of the requests and that the Code Enforcement Officer would be looking into the barking dog issue.

 

 

OLD BUSINESS

 

Mari Ann Parker moved to have the supplies needed for the meter installation at the new Community Center/Fire Station be included for payment through the grant funds.  Tony French 2nd, motion carried unanimously.

 

Ken Stewart updated the Council on the progress of the new building.  Stewart stated that the floor for the fire station would be poured this Saturday and that the framing crew would be coming in November to do their work on the project.

 

City Attorney Ted Collins reviewed with the Council the procedures involved for holding an election for implementing a 1% sales tax.  He stated that holding a special council meeting to pass a Resolution would be necessary to begin.

 

Ken Stewart moved to hold a special council meeting on November 14, 2007 at 5:00 p.m. and to authorize City Attorney Ted Collins to begin procedures to hold an election for implementing a 1% sales tax.   Tony French 2nd, motion carried unanimously.

 

NEW BUSINESS

 

Ken Stewart moved the change the meeting time for Regular City Council Meetings from 7:30 p.m. to 5:00 p.m. and to have the change drafted as Ordinance #466.  Mari Ann Parker 2nd, motion carried unanimously.

 

9:04 p.m.  Tony French moved to go into executive session for ten minutes to discuss real estate purchase and for City Attorney Ted Collins and Assistant City Clerk Melanie Edie to remain.  Ken Stewart 2nd, motion carried unanimously.

 

9:14 p.m.  Ken Stewart moved to come out of executive session.  Mari Ann Parker 2nd, motion carried unanimously.

 

9:15 p.m.  Mari Ann Parker moved to adjourn.  Tony French 2nd, motion carried unanimously.
