The Moran City Council met in special session on Wednesday, July 13, 2005. Mayor Phillip Merkel called the meeting to order at 6:40 PM. Councilmembers present were Mike Holman, Jerry Jackman, James Mueller, Warren Johnson, and Chryll Ginn. Also present were Loretta Roberts, Ambulance Director, Barbara Shoate, Asst. Ambulance Director, Lori Evans, City Clerk; and Mike Stodgell, City Superintendent. Terry Sercer and Sarah Alumbaugh were visitors attending the meeting.

2006 BUDGET PREPARATION - Mr. Sercer submitted the 2006 proposed budget totaling $1,211,652.00 with an estimated tax rate of 27.186 mils. He noted the following adjustments to the City funds:

  • Closed Refuse Fund and transferred to General Fund (2004)
  • Closed Sewer Operations and Maintenance and transferred to Sewer Reserve (2005)
  • Transfer fund balance from Utility Replacement to Water Reserve and rename fund as Electric Reserve (pending approval)

Mr. Sercer also noted Sales Tax receipts for the City are up this year but the City may see a reduction in receipts for 2006 due to changes in the Streamlined Sales Tax Act.

The Council requested Mr. Sercer increase the scheduled transfer from the Electric Fund to Capital Improvements from $1,500.00 to $6,500.00 for the fiscal year 2006. The Council agreed to transfer the fund balance from Utility Replacement to Water Reserve and rename the fund as Electric Reserve. Councilmember Johnson moved to approve the budget as submitted with the above changes. Additionally, to simplify the budget, reserve funds will not be printed as publication of these funds are not required by State law. Ginn moved to second the motion, motion passed with all approving.

REVIEW OF A REQUEST FROM NAUTILUS COMMUNICATIONS - Councilmember Mueller moved to approve a request from Nautilus Communications to place a repeater on the City's radio tower if Nautilus agrees to the following:

  • Issue the City a second IP address
  • Move antenna on water tower away from City's printed name
  • Move cables on water tower away from the tower ladder
  • Nautilus equipment must not interfere with City equipment on the radio tower
  • The City will not be held liable for damage to Nautilus equipment while equipment is on City radio tower
Johnson seconded the motion, motion passed with all approving.

REVIEW OF AMBULANCE AGREEMENT WITH ALLEN COUNTY - The topic was tabled until the August 1st meeting.

There being no further business to come before the Council, Councilmember Mueller moved the meeting adjourn at 8:12 PM. With Holman seconding the motion, motion passed with unanimous approval.
