July 9, 2007The Moran City Council met in special session on Monday, July 9, 2007. Mayor Phillip Merkel called the meeting to order at 7:00 PM. Councilmembers present were Mike Holman, Jerry Jackman, James Mueller, Warren Johnson, and Chryll Ginn. Also present were Shane Smith, Police Chief; Lori Evans, City Clerk; and Mike Stodgell, City Superintendent. Phillip Jarred and Shawn Turner were visitors attending the meeting. 2006 AUDIT REPORT AND 2008 BUDGET PREPARATIONMr. Jarred reviewed the management letter and 2006 Audit Report and suggested the suggested the Council review the following topics:• Explore the possibility of advanced training for staff in the area of financial statement preparation. • Develop a Fraud Rick Assessment and Monitoring Program for the City. • Review policies concerning taxable fringe benefits. • Consider replacing the City’s current accounting and payroll software with QuickBooks. Mr. Jarred then presented the proposed budget for 2008. The Council requested Mr. Jarred increase the budget by 3 mils to provide additional funds to replace the patrol car at a future date. Councilmember Mueller moved to approve passage of Ordinance 1091 entitled : AN ORDINANCE ATTESTING TO AN INCREASE IN TAX REVENUES FOR BUDGET YEAR 2008 FOR THE CITY OF MORAN, KANSAS. Ginn seconded the motion, motion passed with all approving. Councilmember Ginn moved the Council accept the 2006 Audit Report. Holman seconded the motion, motion passed with all approving. Councilmember Johnson moved to approve publishing the proposed 2008 budget with the mil increase. Ginn seconded the motion, motion passed with all approving.
WATER PROJECT UPDATEShawn Turner presented the plans for the water project and asked the Mayor to sign a Public Water Supply Permit Application. Shawn advised the Council that the loan should be approved within 30 days or so and that the project could possibly begin in September. Shawn informed the Council that the City may face considerable costs to rehabilitate Franklin Street after the water line is installed. He advised the Council they could include these costs in the loan total if the Council feels the costs would be a burden to the City. The Council agreed the City will fund any repairs needed on Franklin Street due to line construction.HORSE SHOE PITCH PIT CONSTRUCTIONTopic was tabled until the August Council meeting.REQUEST TO WAIVE CONNECT FEES AT MARMATON VILLAGEThe Council discussed a request from the Marmaton Village that the City waive utility connect fees for three flood victims moving into the Village. Councilmember Mueller moved to approve the request for this one time only. Jackman seconded the motion, motion passed with Mueller, Jackman, and Holman approving. Ginn and Johnson voted against the motion.There being no further business to come before the Council, Councilmember Johnson moved the meeting adjourn at 9:10 PM. With Holman seconding the motion, motion passed with unanimous approval.
