June 2, 2003The Moran City Council met in regular session on Monday, June 2, 2003. Mayor Phillip Merkel called the meeting to order at 7:00 PM. Councilmembers present were Mike Holman, Jerry Wallis, James Mueller, and Chryll Ginn (Warren Johnson will arrive later). Also present were Bret Heim, City Attorney; Shane Smith, Police Chief; Loretta Roberts, Ambulance Director; Lori Evans, City Clerk; Mike Stodgell, City Superintendent; Daryl Eagan; D. Campbell. Councilmember Johnson arrived at 7:40 pm. Councilmember Wallis moved to approve the consent agenda consisting of: May regular council meeting minutes, June pay ordinance totaling $63,4513.80, and corporate resolution for purchase of a $20,000.00 certificate of deposit (CD) to replace a CD maturing June 11, 2003. Councilmember Ginn seconded the motion, motion passed with all approving. 2002 Annual Audit – Daryl Eagan of Diehl, Banwart, Bolton, Jarred, and Bledsloe reviewed the City audit for 2003. Following his review, he noted there were no budget violations and offered to answer any questions the Council might have. No questions were voiced.
VISITORSDaniel Campbell approached the Council with questions regarding weed eating and mowing services to his property. Mr. Campbell said he was billed $100.00 for mowing a small portion of his property and weed eating. The Council discussed the City’s mowing policy and decided to leave charge assessments to the City Superintendents discretion. They did ask that the City crew take digital pictures of properties before mowing. The Council also asked the Clerk to send a corrected bill showing the services rendered as May 23, 2003 and the bill date as May 30, 2003.
NEW BUSINESSStorm Siren – Mayor Merkel spoke with the Council about the possibility of updating the two auxiliary sirens with new cards so that all sirens could be sounded continuously to signal a tornado warning. By adding the card, the sirens could sound for a predefined time period which would eliminate the need for a volunteer to keep rekeying the siren every 20 seconds to trip the siren. The Mayor estimated the new siren cards and installation would cost between $400.00 to $500.00. Councilmember Mueller moved to approve the purchase with Johnson seconding the motion. Motion passed with all approving.Ball Field Lights And Bathrooms – The Council discussed incidents of bathrooms being left open all night and bathroom lights and field lights being left on after ball games. The Council asked the Clerk to send a letter describing the problems and ask that the Ball association take measures to ensure the lights are off and all doors locked following games. Income Survey – The Clerk reported a preliminary tabulation of the LMI survey results. Due to time constraints in meeting requirements of the Community Development Block Grant Councilmember Wallis moved the City proceed with setting a meeting date with the KIAC Committee if possible. Mueller seconded, motion passed with all approving. Nautilus Commercial Data – The Clerk reported receiving an e-mail saying that Mr. Boyer agreed to move the antenna the next time an employee climbs the water tower. He also noted that he is still trying to find replacement parts to repair the weather radar. Pool Property at 408 N. Birch – No change in property status, continue with hearing on July 7, 2003 McFaddan Property at 115 Hill – Attorney Heim reported that he had received no response from McFadden or his attorney. Mr. Heim recommends issuing a citation to Mr. McFadden in regard to the property condition. Councilmember Mueller moved that a citation be sent to Mr. McFadden, Johnson seconding the motion. Motion passed with all approving.
DEPARTMENTAL REPORTSFire Chief – Nothing to report.Ambulance Director – Director Roberts reported that the department’s dryer was not working properly and may need repairs. Police Chief – Chief Smith advised the Council that he would begin issuing a notice to comply to dog owners who have not purchased dog tags as required by City Code. Chief Smith also reported transmission problems with the portable radio and said that Jerry Hall Communications estimated the cost to repair the radio to run between $85.00 and $150.00. The Council advised the Chief to send the radio for repairs. Chief Smith also noted the Stalker video should be in by Friday, June 6, 2003 according to the Stalker representative. If the unit is not received by that date Chief Smith said he may consider canceling the order. The Council discussed the possibility of applying for a Government Acquisitions grant for a new police car and agreed the City should apply for one new car if funding is available. Superintendent – Superintendent Stodgell reported the following activities for the month of May:
The Clerk read a petition signed by six local residents asking the City condemn the property at 304 W. First. The Council discussed the request and agreed the Clerk should send a letter to the property owner, Citizen’s Bank, and inquire of their plans for the property.
NEW BUSINESSResolution 03-03 – Councilmember Wallis moved Mayor sign Resolution 03-03 requesting a Generally Accepted Accounting Principles (GAAP) Waiver for 2003 financial reports from the State of Kansas. Councilmember Ginn seconded the motion, all approving.
ADJOURNMENTCouncilmember Ginn moved the meeting adjourn at 9:55 PM. Mueller seconded the motion, motion passed with unanimous approval.
