October 1, 2007The Moran City Council met in regular session on Monday, October 1, 2007. Mayor Phillip Merkel called the meeting to order at 7:00 PM. Councilmembers present were Mike Holman, Jerry Jackman, James Mueller, Warren Johnson, and Chryll Ginn. Also present were Bret Heim, City Attorney; Lori Evans, City Clerk; and Mike Stodgell, City Superintendent. Sharon McCauley and Steve Crume were visitors attending the meeting. Councilmember Ginn moved to approve the October 2007 consent agenda consisting of: September 2007 regular Council meeting minutes, October 2007 pay ordinance totaling $62,952.21 and corporate resolution for purchase of a $30,000.00 certificate of deposit (CD) to replace a CD maturing October 5, 2007. Jackman seconded the motion, motion passed with all approving.
VISITORSSharon McCauley read a statement detailing her concerns with her neighbors and the care of neighborhood dogs and the police department’s lack of response to her concerns. The Council informed Ms. McCauley that Chief Smith was unable to attend this meeting as there was a medical emergency with his family, but they wanted to hear Chief Smith’s version before taking any action regarding her claims. The Council thanked Ms. McCauley for attending the meeting.Steve Crume told the Council that he just wanted to say that he thought Chief Smith did a good job handling policing of the Moran Day’s events.
OLD BUSINESSWater Project Update/Loan – The Council reviewed e-mail correspondence from Shawn Turner; no action was taken on the topic.Employment Vacancy – The Council reviewed one new application and discussed the immediate need to fill the position as the winter months are normally a slow work period for the City. The Council agreed to table the topic until next spring. Playground Equipment for City Park – Councilmember Mueller presented a brochure with equipment from Children’s Specialties, Broken Arrow, OK. The Council reviewed various types of playground equipment and funding options. Mayor Merkel suggested looking at a lease purchase option for the equipment. Mueller said he would contact Children’s Specialties to see if they offered lease options. Topic was tabled until the November meeting. Prohibited Truck Parking in City Code – The Council discussed eliminating sections of the Code regarding parking restrictions. Attorney Heim suggested posting No Truck Traffic signs as an option to amending the Code. Councilmember Johnson said he felt the Code needed rewriting to clarify some issues. Attorney Heim said he would check into rewriting the Code but said he wasn’t sure rewriting the Code would clarify the issue. Topic was tabled until the November meeting. Aflac Insurance - No action was taken. County Wide Law Enforcement Consolidation Update – Councilmember Mueller reported on events that occurred at the last meeting of the County Wide Law Enforcement Consolidation Committee. Mueller said the committee voted three to two against recommending Allen County Commissioners proceed with plans to consolidate county wide law enforcement. No action was taken.
NEW BUSINESSWrite-Off Of Uncollectible Customer Accounts – Councilmember Mueller moved to approve writing off three utility accounts totaling $257.37 as uncollectibe. Ginn seconded the motion, motion passed with all approving.Flu Shots for Employees – Councilmember Ginn moved to approve the City pay for flu shots for full time employees. Jackman seconded the motion, motion passed with all approving. Annual Christmas Party for Council and City Employees – The Council agreed to sponsor a holiday party for City employees, Council, volunteer firemen, and their families at 6:30 PM on November 7th. Clerk Evans was asked to contact Mrs. Stewart to see if the FCCLA would be able to cater the event and to contact Rhetta Smith to see if she would provide entertainment. Year End Review of Salaries and Benefits – Topic was tabled until later in the meeting.
DEPARTMENTAL REPORTSFire Chief – Chief Merkel told the Council the he had ordered and received the jackets for the volunteer firemen as approved by the Council earlier this year. He said the volunteer firemen really appreciated receiving the jackets.Police Chief – Not present. Councilmember Mueller mentioned the patrol car was going to need two new tires before winter.
Superintendent – Superintendent Stodgell submitted the following activity report for the month of September:
Superintendent Stodgell noted the City crew had completed the electrical project at the Marmaton Village and plan to replace the water meter at Moran Manor October 2nd. City Clerk – Clerk Evans reported income for the month of September 2007:
Clerk Evans relayed a request from Donna Barker asking to change her legal address from 416 to 414 N. Chestnut. Councilmember Ginn moved to approve the request, Jackman seconded the request, motion passed with all approving. Year End Review of Salaries and Benefits (cont) – Councilmember Johnson moved the Council meet in executive session for 10 minutes at 9:30 PM to discuss non-elected personnel matters. Holman seconded the motion, motion passed with all approving. The Council returned to open session at 9:40 PM. Councilmember Mueller moved the Council return to executive session for 10 minutes at 9:42 PM to discuss non-elected personnel matters. Holman seconded the motion, motion passed with all approving. The Council returned to open session at 9:52 PM. Discussion followed; no action was taken. There being no further business to come before the Council, Councilmember Mueller moved the meeting adjourn at 10:00 PM. With Ginn seconding the motion, the motion passed with unanimous approval.
