October 28, 2005The Moran City Council met in special session on Friday, October 28, 2005. Mayor Phillip Merkel called the meeting to order at 7:00 PM. Councilmembers present were Mike Holman, Jerry Jackman, James Mueller, Warren Johnson, and Chryll Ginn. Also present were Bret Heim, City Attorney; Loretta Roberts, Ambulance Director; Barbara Shoate, Asst. Ambulance Director; and Lori Evans, City Clerk. AMBULANCE CONTRACT - The Council discussed the contract submitted by the Allen County Commissioners and suggested the following changes: Section 7 – Add wording to address County’s liability in paying utility bills. Section 8 – Reserve 10% of the Ambulance funds for one year to pay delayed invoices. The remaining 90% of the Ambulance funds will be transferred to the County 60 days after both party’s acceptance of the contract.
Councilmember Mueller moved the Council meet in executive session at 7:45 PM for 30 minutes to discuss non-elected personnel matters. Attorney Heim and Clerk Evans were invited to attend the session. Johnson seconded the motion, motion passed with all approving. The Council returned to open session at 8:15 PM. Councilmember Ginn moved the Council grant an exception to the employee handbook and pay ambulance personnel for all comp time runs, sick leave hours, vacations hours, and personal hours the employees have accrued following execution of the agreement with Allen County. Director Roberts will be paid a year end stipend of 25 runs based on anticipated runs for the year exceeding 300. This one time exception is offered to ambulance personnel as the department is being dissolved rather than the employee’s taking action to leave the department. Councilmember Jackman moved to second the motion. Motion passed with all approving. Councilmember Ginn moved Attorney Heim submit the contract with the revisions discussed for Sections 7 and 8 for the Commissioners review. Johnson seconded the motion. Motion passed with all approving. There being no further business to come before the Council, Councilmember Mueller moved the meeting adjourn at 8:27 PM. With Ginn seconding the motion, motion passed with unanimous approval.
